1. Welcome
Elisabeth welcomed those in attendance.

2. Secretary – Review of Minutes of the June 27/13, meeting. Minutes were accepted.
3. Treasurer’s Report – Deposit, two new memberships and charges for the purchase of a printer.
4. Suzanne Brown, Mgr. Neighbourhood Development Strategies, provided a history of the initiative. She confirmed that the Actions Plan rests with the SCA as it is the City’s policy to pass the Plan on to the established organization already existing within the communities involved.
5. Executive Elections – Scheduled for the Oct. 10/13, meeting. Positions to be elected are President, Vice President, Secretary and Treasurer. Candidates may declare prior to the meeting or at the meeting. Each Candidate will give a brief speech and respond to questions from the membership. In order to vote you must be a member in good standing. In order to run for a position you must be a member in good standing and have attended a minimum of 50% of scheduled meeting.
6. Councillor Farr – The recent Human Rights Ccommissions
Decision regarding validating the movement of Charlton Hall to Corktown results in a need for the City to review and revise its’ current bylaw pertaining to radial separation. Also under reconsideration is a moratorium on RCF’s in any given community and rezoning.
Participatory Budgeting is undergoing a review. Feedback/input should be sent directly to the Councillor. The Review will be posted on the Councillors’ website. Consideration will be given to how PB fits into the neighbourhood plans.
Attendees expressed concerns regarding the lack of notice and information provided within the community, that the process was taking place, the intent, how to participate, dates of meetings, how to provide input/ideas, inaccurate information as to location of polling stations, inaccurate information on ballot etc.
Councillor Farr will follow up to request that additional lighting to be installed under the Young Street rail underpass west of Wellington.
The Councillor is encouraging a “can do” approach with City Staff to be less reliant on Consultants whose fees can significantly impact the funds available for implementation of action plan projects.
7. 467 Charlton Ave. Update – The Developer of this proposed Condominium Project continues to submit revisions to the City Planner. The Resident Group is apprised of these submissions and currently it is unlikely that another Community meeting will nee to take place until the Spring of 2014.
8. The President has received complaints that a member, has without permission, posted a list of members names to his personal blog. As well a link to the blog is prominent on the PB website. The member has declined to remove the names from the blog. A letter of apology has been sent by the President to those named. The member declines to remove the list of names, therefore action will be taken in accordance with the Code of Conduct.
8 Rebecca Doll Update – McMaster Campus Connector. Students are available as a resource for the purpose of doing research on topics that can assist with neighborhood plans. Meeting is scheduled for Oct. 28/13, for anyone interested.
– Dinner scheduled for Oct. 1/13, for 10 members of each Community Action Plan. Guest Speaker. No Charge.
– Leadership for Women event scheduled for Oct. 19/13. Two free tickets available to anyone interested.
9. Participatory Budgeting – Tentative meeting scheduled for Oct. 3/13, in order to hold election for positions for next year.
Quorum of a minimum of 10 people is required to hold the election. See PB website for additional details.
10. SCIP Committee Updates-
CPR Committee – Plan for Carter Park was presented to City Staff. Staff will review and comeback with options.
Stinson School Parkette will be outfitted with all new play equipment, park benches and refuse containers as well as decorative fencing.
History Committee – Meeting held with McMaster History Students who will be providing research support on the social and economic development of the Stinson neighbourhood.
– An application and supportive documentation has been submitted to the City requesting that the original Cathedral Boys High School at the corner of Main and Emerald Streets be granted Heritage Designation. The application has been accepted. The process for final designation is lengthy.
